1. Applying for the Export Permit
After completing the Death Registration, the applicant must visit the Deaths Registry of the Immigration Department at the Joint Office to submit an application for a “Permit to Remove a Dead Body from Hong Kong” [Form 9].
How to Apply: • Obtain and complete the application form [SF/BDR/3] in person at the counter. • Provide the deceased’s personal particulars, as well as the intended departure time and destination. • Present the permission for burial from the destination cemetery and the import permit for the remains (Originals and copies)2. Repatriation to Mainland China
If you plan to transport human remains to the Mainland, the procedures must be handled in accordance with the regulations of the Ministry of Civil Affairs.
Required Documents:
- The deceased’s Home Return Permit and Hong Kong Identity Card
- Certificate of Registration of Death [Form 12]
- Official reception documents from the destination funeral home or cemetery in the Mainland
Application Procedure:
- The applicant must contact a licensed undertaker or funeral home in Hong Kong to arrange for the transport of the remains to the Mainland.

3. International Repatriation (Overseas)
If you plan to repatriate human remains overseas, please ensure the destination country permits entry and comply with their specific regulations.
Required Documents:
- Confirm if the deceased held a passport of the destination country or a valid visa
- The deceased’s Death Certificate and Embalming Certificate
- Obtain an import permit approved by the local government or consulate
- Contact a local funeral home or relevant authority to confirm reception arrangements
Application Procedure:
• Contact the Consulate of the destination country to inquire about export and import regulations
• After obtaining import approval, contact a licensed undertaker or funeral home in Hong Kong to arrange for the transport
Important Note:
Regulations regarding the entry of human remains vary by country. We advise families to consult the relevant consulate in advance to ensure all required documents are in order to avoid delays.
4. Importation for Burial (Earth Burial)
The Applicant must visit the Cemeteries and Crematoria Office of the Food and Environmental Hygiene Department (Hung Hom or Happy Valley) together with a licensed undertaker (whose staff must carry the company chop) to handle the importation formalities.
Required Documents:
- Permit to Import Human Remains (issued by the Port Health Division of the Department of Health)
- Death Certificate, Embalming Certificate, and Export Documents (issued by the local authorities where the death occurred)
- Proof of Burial Plot (if the remains are to be buried in a private cemetery)
- Copy of the Application Form (completed and submitted)
Processing Flow:
- Submit documents and complete the application form
- Obtain the Burial Permit (Authorization for Burial)
- Arrange for the burial
5. Importation for Cremation
If you wish to arrange for cremation following the importation of human remains, additional formalities are required.
Bring the following documents to the Department of Health to apply for a Cremation Permit:
- Permit to Import Human Remains (issued by the Port Health Division of the Department of Health)
- Death Certificate, Embalming Certificate, and Export Documents (issued by the authorities at the place of death)
- Copy of the Application Form (completed and submitted)
Processing Flow:
- Submit documents and complete the application form
- Visit the Cremation Booking Office to process the application and pay the cremation fee
- Book the cremation date and arrange for the cremation
